I just recieved a Mk V for my services to Korolovs Massage and Escort Service.
Following this, I failed a mission (oops), but went back for more missions. First successful mission, a ROM (again), and second, a Mk V.
Not sure if its necessarily a bug, or even terribly exploitable, but seems a little unrealistic.
