It's possible to get a 'Pirate!' notice if you nuke a BM station and the ships around it (I got it by testing a GM missile launcher on a medium IAV docked at one. Since there were 2-5 missiles hitting near-instantaneously and each of them alone woulda destroyed ALL the escorts and the station..I'm sorry, but I can't say exactly what it was. that caused the alert. Possibly an EI100 that was docked....it might have undocked JUST before the nukes went off.....but.......I'm not so sure you should get that. it IS an illegal installation. They do *not* want to report you to authorities, as there's a risk to themselves in doing so....the commonwealth might visit the scene of the crime, or something like that.
The other thing could be replacing it with a "You're in trouble now fly-boy!" notice when you meddle with a BM thing...apart from the Rigel one, obviously.
