I don't exactly know where this should go but I think this is an interesting question.
What defines a system?
There are three parts of this that I think; objects, processes, and conventions.
Objects are easy as they are the physical objects in the system. From stars to ships.
Processes are getting better as the game progresses (over versions). These are the actions that happen over time. Trading and the ferians are good examples of this. A popular requested improvement would be building stations. I would like to see changing of planets and asteroids from over mining. Even nebula could be mined or spread around.
Conventions are not done as well in game. Territories are an example of this. This doesn't need to be different sovereigns. For example you can have penalties for killing pirates in St. K. but in other system they could turn a blind eye or even reward you.
