Add a list of alternative keys for actions.

Given enough action adding mods, some options may share a key. For example, tore this item, earch for this item, quelch this item. The modder should have alternative key options in case another mod conflicts. For example, instead of "S", it could be ("S" "I" "T"). It uses "S", unless taken by another mod, then it uses "I", unless taken by another mod, and so on. If all keys are taken, just use one.
