Instead of the picture of the station, Why not make the image of the interior of the station? also add scenes like you talking to the station master and it shows the image of the pilgrim talking to the station head, in dock services also, it shows the image of your ship being refueled or repaired (overlay perhaps?). Also in commonwealth stations, The plaza, pub, and nightclub and so on.

It's possible but making the art assets takes up a lot of time :S
