ROMs are filled with so much DRM that they burn out after a single use. I thought it might be cool to make anarchist bootlegs function a little bit differently to get around some of this DRM. In general they would be much cheaper when unidentified but have a unique item icon.

- System map ROMs access the central cartography libraries. Bootleg ROMs can access this data but will not always successfully crack the encryption; Station names are obfuscated and it sometimes mixes up friendlies and enemies.

- Defective visual display ROMs could have a small chance of actually working (maybe 1 in 7?). Instead of white noise, the ROM would play an unskippable cracktro (examples) but will actually upgrade the visual display when time's up. Normal defective ROMs would be earlier/failed versions of this crack, and maybe there's some information in there that points you to the Freeworlds anarchists who made it.

- Low level cyberattack ROMs. These are illegal consumables useful only in early systems, with a high price tag, about 2000 credits. This makes them unprofitable to use on pirate attacks with Korolov but still useful for emergencies and big raids.

- A reusable ROM that lets you alter your ship's cargo capacity by removing the safety limiter (maybe about a +5% bonus). But its an illegal item, and Clavius won't insure you if they see you're using it. Only works on ships below a certain tech level.

Very good idea. It could be filled with some misinformation like hostile stations, or actually something useful, like locating weapon cache, some lore about factions, and so on. The possibilities are many.

Here are some possibilities that come from my mind:
+Faction Lore or some Information about stations
+Locating not only Stations but also weapon caches in the system
+ Low-level cyberattack, just as you said, could be useful when attacking Kronosaurus with that.
+ A ROMs enhancer that boosts device attribute but in limited time
-ROMs that damage your device, that would be hurt :)
-Fake map system ROM, filled with many misinformation about stations in the system
-ROMs that paralyze your ship for a while, and suddenly enemy appear and attack you would be hurt too.
- A ROMs that had negative impacts with devices, could be permanent or limited.
