failureChance="%" has poor rng & doesnt work on launchers

the failure chance used on the lamplighter nolonger seems to work (tested on both the lamplighter prototype itself, as well as on a custom launcher I have (Certain cheap ammo is meant to backfire)

*edit: turns out it does work on the lamplighter, just.. the rng wasnt being very good about it. Went 60+ (was counting to 70 at the time) shots without a single misfire and then it began jamming up. There was another break of 33 good shots during a test sequence of just over 300 shots.

The launcher did not have any observed failures.

Assuming a functional rng, the 60-string was a 0.18% chance and the 33-string was a 4.3% chance. So its suspicious, but not outside of the 'p-happens' range.
