RNG woes

Try having NO fuel station except in ~ 3 sectors, and in one of those, having ~5-7 of them....while trying to test my Ice Shield mod (which requires ice to regen. It burns through ice so quickly....I am still working on buffing it to the required level)

RNG is really very random.
Just had 4 sung fortresses n 1 sung citadel in sanct.
Which means the huari become friendy!
for once.
