I know you can pick Jenna up at the Commonwealth fortress after completing a certain number of military missions. Where and under what circumstances to Volkov and Rama join up?
For that matter, are there any others I'm unaware of? (Yes, I know about the Dwarg followers, but that's not quite the same.)

I completed all of the Korolev missions available and wiped out the Charon fortress. Where do I go to meet him? I think once before I met him in a Trafalger Pub. Is that right? Might I still be missing something?

You can only get Volkov after reaching legend status with the Korolov shipping company. After reaching legend status, he will automatically offer to join. The only two ways to reach legend status are either destroying the Kronosaurus or simply doing enough enough Korolov missions. Rama is obtained in the same way as Jenna. You just need to reach a higher rank first.
