Changing variables through code?

I've been trying to understand how some of the function code works for items, but I'm wondering if its possible to modify item variables during runtime, or are we restricted to reading variables and using item functions to change things?

I mean, if you just plain wanted to set a shield's recharge rate from 20 to 40, would that be possible through the code?

We can't even read the item stats directly, much less change them.

Well that's a bummer. Kinda removes a lot of potential, doesn't it?
