Quite obviously (meaning maybe) they mean the bits that get hurt when the armor is destroyed, ie your drive is damaged when the drive armor is destroyed. Tactical is unknown, might mean display and targeting. Not sure what "dev0" or whatever it is *is*, but it probably has something to do with debuging and shouldn't be messed with. "General" just means it's part of your outer hull and nothing happens if it's punctured (other than you having to get new outer armor).

dev0 probably means device 0.
