When the tractor beam hits a ship with no shields, the tractor beam is engaged, disabling the target and dragging them around with you. The target can escape on their own but takes time. If you are too far from the tractored ship, the beam decoheres and the target is released. Also, if you want to release all your tractored ships use <Invoke key="R"> to release all tractored ships.
It works on friendly and enemy ships. No stations or anything else (limitation of overlays

I am open to suggestions on changes to make it more functional and balanced, and would like to hear how it works in game.
Some things to try:
-Dragging a Korolov freighter to it's destination.
-Keeping autons and wingmen close in hostile territory.
-Using enemies as a shield

-Dragging enemies away from friendly stations (Charon maybe?)
The xml also has a prototype repair cannon that will actually heal armor segments on the ship it hits, starting with the most damaged and will not repair past max HP.
