Rogue CSC

Location: Mining an Asteroid Belt

I tried to mod a Rogue CSC for .98c. I made it common in early game so I could see if it worked right, I have flown from Eridani to Charon fifteen times with system map roms and have seen no sign of my rogue CSC. Is there something in the main xml that doesn't allow for enemy CSC's? Plz help.

I've used every encounter in the game and it never showed up :x
