IRC petition

This is ttech's petition to make the IRC part of the site. I'm not exactly sure how to describe it, but I liked the idea. I'll just let him describe it.

It's a pretty much nonsensical request. Oh, you could set up a java client, but that's not all that helpful for an IRC network that actually works.

Bumped since Ttech got around to explaining it a bit better; he wants to add a link to the IRC from the "community" tab on the main site, as well as possibly a link on the forums (like up there with the "FAQ, Search, Memberlist,..." links)
