Reacotr: fuelEfficiency?

I don't get it. You've got a reactor, it stores so much fuel (maxFuel), and has a maximum power output (maxPower). Where does fuelEfficiency come in? I don't understand how this gets used.

fuel efficiency determines how much fuel is actually used when the reactor is called upon to distribute fuel:
1% efficiency = 100 units of fuel used for 1 unit of energy
10% efficiency = 10 units of fuel used for 1 unit of energy
100% efficiency = 1 unit of fuel used for 1 unit of energy
1000% efficiency = 1 unit of fuel used for 10 units of energy
10000% efficiency = 1 unit of fuel used for 100 units of energy
1% efficiency = 100 units of fuel used for 1 unit of energy
10% efficiency = 10 units of fuel used for 1 unit of energy
100% efficiency = 1 unit of fuel used for 1 unit of energy
1000% efficiency = 1 unit of fuel used for 10 units of energy
10000% efficiency = 1 unit of fuel used for 100 units of energy

So if a 150NX reactor has an efficiency of 16, and its generating a full 150 MW of power, then its routinely using ~740 units of fuel every "moment" (however long that is)?
Fortunately a 150NX reactor has a 375000 unit capacity, so it'll run at full capacity for 508 "moments". Correct?

of course, a reactor running at 100% capacity will overload. I beleive each "moment" is a second, though on the other hand, it could be a tick, but then 508 ticks is less than half a minute (I think), so that would be ridiculously short. I'm pretty sure it would run for about 8 minutes or something (I don't look at the clock when I play, but time passes pretty fast, and so does my fuel)
