How would you make a Traffic Control Station ?

Hi all,


I would make a TCS that keeps track of every ship in its system and keeps balance between freighters, pirates and police forces.

It has not to be visible, in fact it's better that it be invisible. It has to react to a recurring event to check for some conditions and launch or redirect ships if needed. It has to either be registered as a listener for all ships' events, or even to self-register when it checks its environment and find any new ship.

Its goals could be, at the moment, described as follows :
- Maintain a given flux of insystem freighters running,
- Generate random pirate incursions,
- Maintain regular police patrols,
- Generate extra police fighters when a pirate is detected,
- Destroy these ships when they are back to their base.

I would like to have general ideas about how such a station would be built. I borrowed the idea from an earlier discussion, when we were talking about how to generate insystem freighters and customize a stellar system, attributes on stations and static tables.
