I have been playing the game without the Trans Data or Complier. Where is the Trans Data & Trans Complier installed at in the game? And what is it used for?

Transdata is a decompiler/compiler (and game console tool) used by modders to decompile transdata.tdb and make mods, test scripts and simulate system generation to retrieve statistical data on the game RNG.
If you just want to play the game then you don't need it. If you want to start making your own mods, then it's a very useful debugging tool
