I think it would make sense if usable items that need to be installed to be used dont function when you are EMPed or Dwarged.
This would also tend to reign in the jumpdrive from its current use as a general purpose immunity to dying. (I dont know about anyone else, but being able to teleport away when things get tough kinda makes me a touch blase about any regular* fights)
Stuff that doesnt need installation is probably independent enough to be unaffected by EMP
* where I'm trying to protect something or I have a time limit or a pack of morons in centurians are about to turn up and get themselves slaughtered then I can still get twitchy

I think it would be really cool if using the jumpdrive while EMP'ed caused it to behave in a strange way. For example, it might take you to a distant system. Or it might "jump" your cargo out of its hold and into space.

I think the jumpdrive should (even when not EMP'd) disadvantage you a little bit upon reappearing, because it IS immunity to death (I don't even use it anymore because it feels like cheating)
The first time I installed a jumpdrive I also installed a Luminous shield (never having seen either before) - imagine my surprise when I jumped into an Ares base thinking I had got the drop on them and all their shots went straight to armor! I thought this was a side effect of the jumpdrive.
I think if it brought your shield down or made it useless for 10 seconds or so then it would give it a little risk but still remain usable.

Use delayed by 30 ticks per ship within 20 ls.
Ship arrives with all devices disabled.
New device that prevents jumps within 100 ls.
New device that redirects all jumps within 1000 ls to a holding cell.
If you jump too much, perhaps the original owners of the drive might take an interest in you? You get pulled out of your current system into an empty system (perhaps with a maze of gates you need to navigate to get out, or some other hazard), jumped by a gang of alien warships who paralyze you, steal your jumpdrive and leave you there.New device that redirects all jumps within 1000 ls to a holding cell.
