You should be easily able to set the range of the tractor. If you have the tractor activated on a targeted ship, simply add a distance check to the routine before you allow it to 'attach' to the target.
probably use something like (objGetDistance gSource target) to find the distance (in light-seconds?) then an (if to check if you are close enough.
