UTF is dead. The "guy" you were talking about was probably me (it always is).
Seeing a dead forum is kind of depressing. I remember one ZZT forum I joined. Everyone was so melancholy.

It wasn't totally dead. I have not had any issues with the current board, so PHPBB3 sounds like a good choice to me!
