Farewell mail-order hyperion
In an earlier game a few days ago, I tried to fabricate a Hyperion reactor, but I get the megadrive instead. At first, I did not think this is a problem, but I reroll the megadrive to get another megadrive again, and again, and again. It took nearly fifty rerolls before I finally got the Hyperion. With that much rerolling, I could have fabricated other stuff and sold them for rin, then head to a Ringer shipyard for an upgrade. I opened up StdDevices.xml to see if anything changed aside from the addition of the Military tag since 1.02, but found nothing. I noticed that the Hyperion has the veryrare tag on it, and the megadrive has the uncommon tag. It seems I lucked out in previous games fabricating a Hyperion after a few rerolls at most.
In a different game, I had no (or maybe one) Ringer shipyards spawn. All of the Ringer stations in that game were Enclaves.
In 1.03, if you cannot mail-order the Hyperion, and you cannot find a Ringer shipyard, getting a 1 GW reactor may be next to impossible. The player will need one eventually, at least so the player does not run out of fuel in seconds after each fight, or just simply traveling with shields up.
Getting a 500 MW reactor is guaranteed via CSCs, Point Juno, or Teraton fabrication. 1 GW reactors need to be a little more common outside of Ringer shipyards. Either bump rarity from veryrare to rare and/or have Phobos ships drop them as loot. (Or have a guaranteed Ringer shipyard somewhere like in Dantalion or Heretic.) No other device has the veryrare tag.

No other reactor anyways.
The late-game CW settlements really should offer them (and other military items) for sale.
Phoboses should drop them as loot as well; the deimoses drop 2500's, why can't the phobos drop the only reactor that fits on it (read as: that runs it's equipment)?

Pretty sure it was 350MW last I checked; though at any rate, I was just commenting it took over half the 500MW reactor's power

For real world reference, this article talks about a nuclear reactor using thorium fuel.
For a cool $1.5 Billion USD you can be the proud new owner of your personal, very own 1.1 GW reactor! I didn't see a miliary tag on it either!
The specs on the 100 mW reactor is 15m x 3m (roughly 50ftx10ft) they don't give dimensions of the 1.1 GW but it looks to be about 5x that size (75m x 15m or 250ft x 50 ft)
Given 400 years of R&D and all the technological improvements that will take place, it seems very reasonable that a 1 GW reactor could fit inside a personal vehicle.

The RL Hyperion (R) reactor (a 25MW reactor using UH3 gas), is even smaller than the 100MW version of the thorium, to the point that it scales down better, though it pays for scalability with a huge price hike.
Heh, I'd love a personal 10KW reactor... Enough to power all my stuff with room to spare in the future.

I personally think all reactors should be non-military, including the Hyperion.
Because the only real difference between them aside from the mass is the power output. Besides, the way you get to become military is to fly various random missions after attacking/defending various ships, neither of which will help you handle a reactor.
