Obviously Elysium is an "easter egg" system of sorts, because of all the stargates it has and because there are only about two ways of finding it.
That said, I believe it is some kind of Iocrym or maybe even Core technology, allowing very smart aliens to jump across the galaxy and keep watch over the Quarantine Zone. Like Big Brother, we (the humans) are being watched, always.
Tan Ru Dorem then, would appear to be simply another station, for aliens to stop by, refuel and repair before continuing to watch over us, ready to intervene if we attempted to escape our QZ.
The fact that Elysium is somewhat of a 'stub' now, means simply that George is yet to update it. Most pre .99b systems were pretty empty of life, but now 1.03 is getting quite full of ships and stations.
Elysium is probably waiting it's turn...
