What exactly does enhanced="15" mean?
Does it mean that it has a 15% chance of being enhanced or that it has 15% attack bonus?
What kind of enhancements does it have?

enhanced is the chance for a minor random enhancement. Weapons do 10-30% more damage, and shields get either more hp or resistance to low level damage types.
If you want to guarantee a specific mod, use enhancement. The Dragon Slaver has enhancement="0x0105" for its particle beam weapons (for +50% damage), and the Ventari have enhancement="0x0945" for ion resistant armor.
