One image has the inner blue ship in the middle, and the second image is the green shield overlay. The green shield is common to many ships.
Currently, with only one shield image, those who want to change the shield color need to replace the entire image... for every playable ship in the game. Such a patch for Playership Drones has reached the 5MB limit at Xelerus. With two overlapping images, one can simply swap the green shield overlay common to most ships, and replace it with one that turns red. This would mean fewer images for a patch to override.
EDIT: To clarify, image 1 would be a 136x136 square with the blue ship. Image 2 would be the 136x680 image of shield bubbles of varying strength, one of which is drawn over image 1.
