Alternative to Friendly fire code: Kill Ratios

FourFire: I have a mod idea!
FourFire: instead of borking around with friendly fire code and all that, just measure a ratio of friendly VS enemy ships (to a given faction) killed by the player 
FourFire: so if there's a big battle around a station, and you kill say 8 ships, but you accidentally blow up one of the defenders, they take your enemy kills into consideration before attacking you for stupid misfires
FourFire: that way you can't indiscriminately shoot down friendlies either
 FourFire: also, the ratio resets upon gating
 FourFire: so you can't "save up" lots of kills in say charon, and then freely kill 20 friendlies in St. Kats.
 FourFire: what do you think RPC?

 RPC: FourFire, write it down on forums but it's doable since we have anger as a staton property now
As I said, it's a Mod idea, but if this could be implimented into the base game, that would solve a number of problems.

for finer grained control you could have different ratios for different factions and ships: say for example Military ships would have a lower threshold (it takes more to kill a military ship, and you're supposed to be a trained military pilot)

The ratio should reset not only when you gate, but also when there's no combat around your ship for some time. Say, no beams or shots in your screen for ten seconds, and the ratio reset. Obviously, this needs the player's own shots to be ignored and not taken into consideration, or you will be able to easily save the ratio for the entire system.

They should probably take into account what you kill and what you're doing.

When they're asking for protection from Dwarg they really shouldn't whine that you accidentally vaporized some joke of a station defender that dies instantly to anything capable of denting a Dwarg Behemoth.
