I think that's right goat, you can't target it when you're in the purple clouds but your sensors did register the movement so you get notified. You can however have it targetted and then move into nebulae. Try out a few times to see how it works.
I definitely found a bug but hardly an important one, carbide carapace armorplates now have 130 hitpoints but show 90 hp when you hit S twice. And also when you trade them.

When i am out of the nebula, i can actually see things in the nebula. Is that normal?

If you target an enemy ship that you cannot see in the LRS radar, then it will show up as "unknown hostile"
Since the nebula prevents your LRS from working, you are likely to get this message.
BUT, in 0.98a, even if the enemy ship is *visible* you get the "unknown hostile" message, which is wrong. I've fixed this in the next version.
