I was playing through to try it. Got murderized by Dwarg before I found a Ferian Colony.
Just upload it.
If the reinforcements work, great.
If they don't, it's still all right, and then somebody else can figure why they weren't working.

That's how all the software I buy seems to handle it. I can't remember the last time I bought software that didn't have bugs. Makes me pretty angry sometimes; but that's the way it is. At least the service pack fixes are always free.
Grouchy Ferrian suggestions
Debug mode helps to find...well, bugs! This isn't the case here. With the reinforcements tags, we're trying to get only Warships to spawn whenever one is destroyed. Since the code also lists the miners in the ships listings, it's uncertain that they'll be spawning as well whenever one gets destroyed and we don't want that since they're already being fabricated via the hive.
Wouldn't it be fairly easy to modify the starting system to have characteristics that Ferians like, change the hive to be common in the first system, and go from there? You'd just have to mod a system map rom onto your testing ship and keep restarting until you get a Ferian colony to test with.

That was point about uploading it now.
Let somebody else betatest/debug it.
All the top software companies are doing it.
At least this is free, you don't have pay for the 'privilege of helping to develop'

I'll compile all the files into a zip and upload it shortly...
UPDATE EDIT: The link to the mod has been submitted in the Shipyards.
