I recently encountered a problem concerning the mission from CSC Terra. I did not find a CSC before Point Juno or before finding CSC Terra. I had saved the game prior to Point Juno and started from there again. It was several tries before I finally found CSC America, got rank, went back to point Juno, found CSC Europa and went back through and did the Antarctica mission.
Is there any way possible for the Terra to have the "minor" missions to get enough rank to go to point juno and find the Europa? Just how random are the CSCs supposed to be?
I tried not to place too many spoilers with the above.

I haven't made it far in 0.98. One past St. K's, and THERE WAS NO STARGATE!!!

It may be possible to mod the Terra to do that, but IONO if it is already possible. I haven't looked at horribly much of the code.

I haven't encountered a no Stargate problem. is it the blue planet problem or something else?

Has anyone ever encountered no terra? I've had two games in a row where I couldn't find the terra anywhere. I searched all the nebulas and used a system map rom which can usually find atleast the friendly stations in a system.

Hmm I thought that the Terra and Antarctic are always in different systems because the Antarctic is in dantalion. the previous system is Pharos

If the Terra hasn't been generated by the Dantalion system, it is generated then.
