before the game starts,
it creates and loads a list or table of what is going to be in that particular game.
as you go from one system to the next, the game draws from that file and puts the system into motion before you can function in that system.
the only impact the player has on station creation is mission stations that spawn for a particular mission or events in response to to a player's choices in accepting or declining ( in Heretic the Xenophobes are spawned only if you go to the Taikon research station and get the mission).
declining missions does not stop the table of stations that were already selected for the game from arriving in the next system.
Declining missions for escorting ships in Korolov will not stop Korolov from doing what it is built to do - with or without the player.
I do know that Korolov stations can and will stop everything and sit still, but that is due to it's orders , not due to the player's choices.

Our Pilots should have been more informative in their replies.
I always try to hold back on responding because the wealth of their knowledge runs very deep and their creativity is even deeper.
Every game is different, even exactly how a scripted system plays out is slightly different.
But this difference isn't entirely the game - it is the Player as well.
I do hope you enjoy joining us on the Journey Toward The Core.
It's a great trip, nothing like else like it.

I am enjoying it a ton. The community is awesome and tight knit. My nights are long ( about 7 months) right now it's day ( until October) .
Personally, my first games, I did not understand that there were other ships to play - so I played the freighter ( died often ) and learned valuable lessons.
After I defeated the ICS I found the Forums and never looked back. The members have taught me a great deal and still find myself in awe at the level of creativity here.

I was inspired by several UNID Holders, my own UNID was selected from an Ancient Forum that George had posted in and since it was recommended by him ( & unused ) I chose it.
But be warned : they spoil the heck out of you - returning to the stock game can get you murdered by Arco Vaughn ( yes, it gets that critical if you go too long ).

I am still using SmartCannon at the Battle Maximus system. Is that unlucky or is it hard to find an omnidirectional particle weapon?

The vanilla omnidirectional particle weapon is a level V weapon. If you run into one before Aurelius, it’s a fairly lucky find, really. The SmartCannon — especially if you have a cannon accelerator — is serviceable enough up until then. Personally I prefer an omniturbo with a laser collimator, which is arguably better than an omniparticle under most circumstances.

Particle weapons aren't that great, for the most part. They have great range, firing rate, and projectile speed, it's true, but they're pretty low damage, especially considering how much power they draw. My first couple of playthroughs tried to make particle weapons work, but unless you happen to get the PM6 Slicer or are lucky with particle source upgrades, I'd advise just skipping straight from a heavily-modded turbolaser + laser collimator to some kind of blast weapon. Mk 1 and Mk 3 howitzers can use both the Makayev weapon enhancer and howitzer speed loaders, for example; combine them and you have a formidable weapon...that is, sadly, kind of hard to use especially against fast-moving targets. But that's what the Makayev launcher is for.
It's fine for the first third of the game, but past Katherine's Star it loses its shine pretty quickly. The wiki advice is probably from the pre-WMD days, where all weapons were more viable against capital ships and stations -- which are exactly what particle is now awful at, and which get considerably better armor / more hull HP post-Katherine. Using a particle weapon to take down a station involves an awful lot of shots, all doing minimal damage.

This isn't really true. Howitzers have reasonable DPS, which, when enhanced with a high speed howitzer loader, rises to a point where they're deadlier than any other weapon in the base game, with the potential exception of some niche weapons that aren't all that good for most purposes.Howitzers are pretty good WMD primaries, but they're absolutely rubbish for dogfighting.
That said, you may prefer an omni weapon for killing anything that isn't a capital ship or station - the Ares Lightning Turret, which is presently quite powerful due to the balance algorithm's handling of capacitor weapons, can kill almost every gunship in the game in a single burst.
