each ship will have own amount of special energy (by default or by device) - and this energy will be used for power manuevers - faster than normal manuevers by 2x-4x (selectable) - and PM will use this energy. Energy will repenish slowly by time.

Acually, it sounds like something easily implemented in today's electronics: A single large (or collection of small) capacitor that charges up while (whatever the object/ship/toy) is running normaly. Then it could discharge a lot of power in a short burst. Just like capacitor weapons! (Why do I think of these things after I type?)
