This is an interesting idea...
What would this mod creation program do exactly? (XML editing? Graphic editing? Etc.) What features would it have? Are there any existing mod programs that you are using as inspiration?
You should ask George what programs he's using.... and if he's happy with them.

Oh, just xml editing. Why bother making a new editor for that? There are plenty of good text editors that have syntax coloring, undo/redo, search and replace and the like. (OK, maybe not plently, but several, which is more then enough.)
Try EditPlus. It has almost every feature you could want in a text editor and it's nicely configurable.
